I encountered a particularly difficult reviewer, just like you. In the first round, they had 50 comments, and in the second round, they had 15 comments. We replied to all of them seriously. In the third round, they said there was a lack of innovation and rejected it. We explained our innovative ideas to them, but they still rejected it. We then emailed the editor-in-chief to explain that there was an issue with this reviewer. After more than half a year, we followed up again. Finally, they accepted it. Hello, I saw in the official website author guidelines that one of the points is "The main text file should include: 9. Tables (each table complete with title and footnotes) should be on separate pages after the reference list and not be incorporated into the main text." According to this ninth point, should all the tables in the draft be moved separately from the main text to after the reference list? I am not very sure about this requirement when I first saw it, as I have not encountered this requirement before when submitting to IEEE and Elsevier.
