I am too. I got a paper accepted in the medical field last year, and submitted another one this year, but it got rejected for the same reason as yours. I suspect they might want to change the classification, as it was originally in engineering and now in medicine. So they may be accepting more engineering papers, which would change the overall category. Perhaps this journal wants to revert back to the engineering category.
