It took more than 20 days to make a decision (the efficiency is really slow, or they only processed it 2 days after I sent an email urging them), with 3 reviewers, all giving positive feedback, suggesting major revisions. However, the editor directly disagreed with the content I provided and suggested transferring it to a paid journal (why send it for review if they don't agree, wasting 3 months of my time), so I appealed to the editor-in-chief. The editor-in-chief gave me a chance to revise.
