Reviewed 2013-11-28 09:32:00 The journal is published by the American Civil Engineering Association, so the requirements are relatively high. There are generally six reviewers, each of whom is an expert in some areas of the article, so the questions asked are very savvy, but they do point to many unconsidered questions.
