The address you posted above is a bit misleading. The journal you posted is Chinese Science Bulletin, which is under SciEngine, but its ISSN is 1001-6538. I searched on Web of Science and found that the latest papers indexed in Chinese Science Bulletin (1001-6538) are from 2014, and the official website in Spring also shows that it has ceased publication. 
However, the Chinese Science Bulletin that has just been promoted to a top tier is with ISSN 0023-074X. On LetPub, its name is Chinese Science Bulletin-Chinese, so it is likely that the former has ceased publication and the latter has started anew. 
In summary: 
Old one: Chinese Science Bulletin (ISSN: 1001-6538), official website: https://www.sciengine.com/Sci%20Bull%20Chin/home
