Submitted in mid-October, sent to editor for review 2 days later, received feedback from 3 reviewers at the end of October with about 20-30 suggestions for revisions within 10 days, invited another reviewer for a second review but they never accepted, and then was accepted for publication in early December.

I want to ask whether "under review" means it is still being internally edited or has already been sent for review.
